One of the characteristics of the Framework Law for Waste Management, Extended Producer Responsibility and Promotion of Recycling (REP Law) is that it obliges manufacturers and importers of priority products to organize and finance the management of waste derived from their products. These products, in a first stage, are seven: lubricating oils, electrical and electronic equipment, containers and packaging, tires, batteries, batteries and newspapers, newspapers and magazines. Six of them will be subject to collection and recovery goals.
Until now, the Ministry of the Environment has opened two files leading to elaborate the supreme decrees. One of them is tires. These are considered priority, since Chile consumes around 6.5 million tires per year, which correspond to about 180 thousand tons. Considering wear and tear, the annual generation of tire waste It is estimated that it is around 140 thousand tons, of which only 17% are drive in an environmentally sound manner.
The 27th of March, the Council of Ministers for Sustainability approved the supreme decree that establishes the collection and recovery goals of the tire sector, that will go into effect on January 1, 2021.
The goal of collection at the national level establishes that for that year it must be collected, less, 50% of the tires out of use, but one of the novelties is that no there will only be one national goal, but other specific ones for each one of the country's regions, which together account for 34.7% of all tires to be recovered.
William González, head of the Circular Economy Office of the Ministry of the Environment Environment, has explained that the regional goal comes from a calculation that was made based on an estimate of how many tires are written off in each of the regions, and that this figure would correspond to half of that amount. "What we want is to give the signal that the management systems have they have to go and set up collection systems in all regions ”, he reported.
The goals regional regulations must be fulfilled starting in 2023, two years the first national goal enters into force. Starting in 2024, this will increase to 80% to reach 90% by 2028.
In the supreme decree, it was also incorporated as a requirement to the management systems to ensure that the sensitive information that is shared in it cannot be known by other producers, as a way of safeguarding free competition.
